1998 Ford Explorer How to set car alarm keyless entry?

I remember before the alarm worked once or twice. I know the keyless code to enter in the car. But when I lock the car, the alarm doesnt turn on if I open the car without setting the alarm off?

How can I configure the alarm to be active?

    A Dealership will do it for you for $25 to $50 dollars, It requires computer programing
